On 02 October 2007, we released a major discussion document covering defence, trade and foreign affairs, "Focusing on our core strengths and capabilities".

As a small, isolated, trade-dependent country, we rely on consistent and effective foreign affairs, defence, and trade policies.

After three decades of often-divisive debate in foreign policy, we now have a basis for enduring consensus.

This discussion paper outlines our thinking and includes a number of proposals to ensure New Zealand has a successful and dynamic foreign policy well into the 21^st century.
